I write pretty basic HTML using FirstPage2006. No fancy scripting. No Java; it's all old-school CSS and straight HTML. No nonsense like <p> tags and goodness forbid no frames or list tags.
The font is open-source from Google Fonts. The layout is a bit responsive; the menu is liquid and the width narrows on lower-res devices. The images are usually at least double or triple pixel density for increased resolution on Retina-type screens. Also the CSS re-configures for mobile devices to run everything in a tight column.
Font
MULI
(open-souce from Google)
It's nice and clean and sets itself apart from stock Arial, while being more readable than Hevelica.
