This dress has to be wear with a top, since it is a sleeveless winter dress, especially for people who is sensible to wool.  I would wear it with a white rib turtleneck and  coarse woolen leggings.  The dress has a schoolgirl uniform/jumper feeling. The a-line shape and the princess  seam line cut could be worn today. The heavy wool fabric whit little draping and the white decorative stitches look awkward in contemporary fashion.
